Gagan Anand is a globally recognized infrastructure and construction lawyer and a fifth-generation advocate, bringing over three decades of experience in project development, public-private partnerships (PPP), and complex dispute resolution. As the Managing Partner of Legacy Law Offices LLP, he has advised governments, multilateral institutions, and private sector clients on high-value infrastructure, energy, and transport projects across multiple jurisdictions.
Dual-qualified in India and the United Kingdom, he brings deep expertise in FIDIC-based contracts, international arbitration, and large-scale project structuring. His practice spans the full lifecycle of infrastructure projects, from policy advisory and procurement structuring to contract management, risk mitigation, and dispute resolution.
He holds prominent international leadership roles, including Vice Chair of the FIDIC Contracts Committee (2024–2027), Board Member of FIDIC Asia-Pacific (2025–2028), and Co-Chair of the Project Execution Sub-Committee of the International Bar Association (2026–2027), reflecting his active role in shaping global construction law and contract practices.

Work Highlights

Gagan Anand brings over three decades of experience advising on complex, high-value infrastructure, energy, and transport projects, with a practice spanning more than 20 jurisdictions across Asia, the Middle East, Europe, and Africa. His work is defined by hands-on involvement in the structuring, procurement, and execution of large-scale public-private partnership (PPP) and EPC projects.

As Managing Partner of Legacy Law Offices LLP since 2010, he has led mandates across the full lifecycle of infrastructure projects, including bid process management, contract structuring, negotiation of concession agreements, and ongoing contract management for major transport, urban infrastructure, and energy projects. His expertise extends to advising on FIDIC-based frameworks, risk allocation, claims management, and dispute avoidance strategies in complex construction environments.

Prior to this, he served as Chief Legal Advisor at the Punjab Infrastructure Development Board (PIDB), where he played a foundational role in developing PPP policies, model concession agreements, and regulatory frameworks, while advising on the implementation of large-scale state infrastructure projects across sectors such as roads, urban development, and public utilities. He has also been associated with infrastructure advisory work involving the Himachal Pradesh Infrastructure Development Board (HPIDB), further strengthening his experience in state-level project development and policy structuring.

His international experience includes advising on infrastructure and development projects across jurisdictions such as the United Kingdom, United Arab Emirates, Saudi Arabia, Kenya, Singapore, and key European markets. He regularly advises clients on cross-border project structuring, risk allocation, and compliance with international financing and procurement standards.

He has been closely involved in contract management and advisory for major infrastructure initiatives, including high-speed rail, metro systems, dedicated freight corridors, urban transport systems, and large-scale real estate and township developments. His work also includes legislative assessment, policy advisory, and bid process management for government-led and multilateral-funded projects.

He is empaneled as an arbitrator with leading institutions including the Indian Council of Arbitration and the Gujarat International Maritime Arbitration Centre, and is widely regarded for his expertise in construction arbitration, dispute avoidance, and complex claims management.

His contributions to the profession have been widely recognized. He is a recipient of the National Law Day Award and is consistently ranked by leading global legal directories including Chambers & Partners, Legal 500, IFLR1000, Benchmark Litigation, AsiaLaw, and India Business Law Journal.
